If the RTLB base schools are used as markers, the boundaries of Cluster 3 stretch from Wellsford in the north, to Parakai in the west, and Red Beach in the East.  The fourth base school is Warkworth.  This is a large area and includes 34 schools ranging in size from small country schools to very large secondary schools.  The majority of the schools are situated in the Red Beach/Orewa/Whangaparaoa area.

The RTLB numbers are:

• Parakai          2 positions
• Red Beach     6 positions  (1 position is a shared 0.6 and 0.4 FTTE)
• Warkworth    3 positions
• Wellsford       2 position

With the main towns situated near the coasts, the east coast predominantly, the hinterland is mainly rural with long distances between schools.  The roads vary from good tar seal to metal, the latter being found in the Parakai and Wellsford areas.  In the urban areas, particularly on the east coast, the schools are close together.
